Trafford Council has launched a procurement on 26/11/25 to select a Development Partner to develop the North Trafford Heat Zone Network, with the Civic Quarter Heat Network as the first phase (the Zonal Reference Project).

Trafford Council is the project sponsor and has part funded Heat Network development work in association with GMCA and BEIS / DESNZ and is a priority within the DESNZ Advanced Zoning Programme.
In the event that the Zone Co-ordinator subsequently confers the right for the Development Partner to be operator within the north Trafford heat zone (which is not guaranteed) the potential revenue which the Development Partner may receive could be in the region of £1.3bn (inclusive of VAT) over a 40 year period. Total zonal heat demand could be up to 375GWh per year with capital investment of £597m
A key rationale for the heat network is to deliver low carbon, affordable, reliable heat for customers.
A significant benefit is the potential strategic location in the wider Greater Manchester context. The zone could potentially be part of a much greater movement of heat from large sources in Trafford to the west through Trafford and on into central Manchester.
£4.75m of capital grant has been received from the Green Heat Network Fund and will be on-granted to the successful development partner, along with at least £200k of commercialisation grant. The remaining development and delivery funding will be provided by the appointed Development Partner.
The successful development partner would be working closely with high profile flagship schemes such as the award-winning Civic Quarter Area Action Plan and the emerging Wharfside Strategic Masterplan and the Old Trafford Regeneration project.
