Liverpool City Council is proud to be one of the pioneering local authorities selected to participate in the Government’s Advanced Zoning Programme. We are excited to introduce our upcoming scheme, with the ambition to scale into a zonal heat network serving the city.
We are preparing to launch a procurement process to identify a Development Partner, using the DESNZ standard Development Agreement Route to Market. Formal invitation to tender documents will be released in February 2026.
To help prospective bidders understand the scope and potential of the scheme, we will be hosting an in-person engagement event in Liverpool on Monday 19th of January 2026. Senior representatives from Liverpool City Council and our advisory team will outline the vision, technical approach, and strategic benefits of the proposed network.
