Posted on behalf of Bolton Council: The development of district heating within Bolton and Greater Manchester will play a crucial role in meeting the climate and economic ambitions for the authorities and the Bolton District Heat Network has been selected by the Department of Energy Security & Net Zero (DESNZ) to participate in the Heat Network Advanced Zoning Programme.
The opportunity area includes a 28GWh initial town centre network (The Reference Scheme) which has already secured £10m GHNF capital funding, extending into four strategic zonal ‘clusters’, with a combined 236 GWh of heat demand with the potential for around 600 connections across the Advanced Zonal Program
The proposed low carbon heat sources under consideration include extracting heat from the sewer with heat pumps, along with thermal storage and back-up gas boilers for the Reference Scheme, and ASHPs for the zonal clusters.
The Reference scheme contains several existing public buildings including the University of Bolton, and further off-take will be from other buildings and the significant regeneration projects taking place in Bolton town centre and the wider borough. The Royal Bolton Hospital (46GWh) is situated in the Southern Cluster (94GWh) and there are additional cluster opportunities not yet calculated within the heat demand across the borough including large industrial and commercial parks.
The commercialisation of the scheme is underway and, subject to approval gateway, will proceed to procurement of a development and funding partner in Autumn 2025. The development and funding partner will then develop a full business case in advance of final approval gateway to start construction at the end of 2026.
We expect to release the Invitation To Tender in early September and prior, will hold a market information day via Teams between 3pm and 5pm on Wednesday 27th August 2025, a link for which will be posted upon here over the coming weeks.
